{"id":22966,"date":"2022-12-14T16:41:00","date_gmt":"2022-12-14T15:41:00","guid":{"rendered":"https:\/\/iconicriviera.com\/?p=22966"},"modified":"2022-12-14T16:41:00","modified_gmt":"2022-12-14T15:41:00","slug":"saisies-de-villas-sur-le-march%c3%a9-immobilier-russe-de-la-c%c3%b4te-d%27azur","status":"publish","type":"post","link":"https:\/\/iconicalps.com\/fr\/russians-french-riviera-real-estate-market-villa-seizures\/","title":{"rendered":"Russes et saisies de villas sur la C\u00f4te d'Azur"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">From the early 1990&#8217;s until early 2022, the Russian community on the French Riviera has been varied &#8212; from uber-wealthy Russian oligarchs and their associates, to new-money Russians who&#8217;ve earned money legitimately, to middle-class Russians, to <a href=\"https:\/\/www.telegraph.co.uk\/news\/worldnews\/europe\/france\/7973637\/Russian-mafia-taking-over-French-Riviera.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">a large criminal \/ mafia contingent<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 2022 sanctions and travel restrictions on Russians have driven away the oligarchs and new-money Russians along with many Russian tourists, most of whom are now trapped in Russia. The Russians who are able to leave Russia are still <a href=\"https:\/\/www.nytimes.com\/interactive\/2022\/06\/17\/world\/europe\/russia-private-jets.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">unable to fly to Europe, so most have gone to Dubai or Istanbul<\/a>. The Russian superyachts that can usually be spotted gliding across the French Riviera&#8217;s sparkling blue waters are nowhere to be seen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.france24.com\/en\/20141113-estrosi-mayor-nice-france-first-russian-city-putin-russia-sarkozy-depardieu\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">The French Riviera<\/a> is home to 20,000 Russians &#8212; a quarter of France\u2019s 80,000-strong Russian resident population. Monaco has <a href=\"https:\/\/monaco-hebdo.com\/actualites\/international\/guerre-ukraine-impact-economie-monaco\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">750<\/a> Russian residents (<em>not <\/em>including those who grew up in Russia but have since traded their Russian passport for those of other countries, like Cyprus &#8212; as most have). And yet, in 2017, a banker from Nice <a href=\"https:\/\/www.hollywoodreporter.com\/lifestyle\/lifestyle-news\/cannes-inside-russian-oligarchs-powerful-presence-south-france-1001659\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">was asked<\/a>\u00a0how many <em>ultra-rich <\/em>Russians there are on the French Riviera &#8212; he estimated 20,000. Clearly, this is an over-estimation, but it demonstrates the <a href=\"https:\/\/www.nytimes.com\/1999\/07\/24\/world\/new-russians-spread-money-on-riviera-but-lack-the-panache-of-the-czars.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">larger-than-life reputation<\/a> that the wealthiest Russians have created on the French Riviera. He said: &#8220;They bring their [dirty] money from Russia through Cyprus into the Riviera. They&#8217;ve kept the [real estate] market moving for 10 years.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wealthy Russians currently own <a href=\"https:\/\/news.mc\/2022\/02\/01\/spotlight-rests-on-local-oligarchs-close-to-putin\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">more than 2000 villas<\/a> on the French Riviera, many of them belonging to Vladimir Putin\u2019s closest friends, <a href=\"https:\/\/www.washingtonpost.com\/world\/interactive\/2021\/putin-monaco-luxury-apartment\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">girlfriends, and his offspring<\/a>. Because Russians often purchase villas anonymously, using a network of overseas holding companies and straw-men, the real number is likely far, far higher.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/worldcrunch.com\/business-finance\/rich-russians-tourism-2656929601\/abramovich-s-airplane\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">According to<\/a> the regional tourism committee, the share of Russians and nationals of the former USSR amounted to 9% of French Riviera tourists in 2012 but had already fallen to 6% in 2019 due to the&nbsp;<a href=\"https:\/\/worldcrunch.com\/business-finance\/the-two-strange-economic-bets-of-vladimir-putin\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">sharp decline in the ruble<\/a>, which decreased the purchasing power of Russians in the euro zone. As of 2022, it&#8217;s nearing 0%.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The Local Russian Communities<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The top tier of Russian society has long held a fascination with French culture. The Russian aristocracy used to mainly speak in French, and the Riviera became an established resort for its high society after the state\u2019s imperial family (Empress Alexandra Feodorovna) built a holiday home on the Mediterranean coast in 1856.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The onion-shaped turrets of a Russian Orthodox Church <a class=\"iconic-map-pin\" rel=\"nofollow noopener noreferrer\" href=\"https:\/\/goo.gl\/maps\/feSuR2G9uFpLfQf87\" target=\"_blank\"><i class=\"fa fa-map-marker fa-lg\"><\/i><\/a> are a focal point in Nice. Built in 1900, this cathedral was paid for by the imperial family and other Russian nobles. A veritable Russian quarter sprang up around it, complete with streets such as Avenue Nicolas II <a class=\"iconic-map-pin\" rel=\"nofollow noopener noreferrer\" href=\"https:\/\/goo.gl\/maps\/eDYptttKutBpKzPY9\" target=\"_blank\"><i class=\"fa fa-map-marker fa-lg\"><\/i><\/a> and Boulevard Tzarewitch <a class=\"iconic-map-pin\" rel=\"nofollow noopener noreferrer\" href=\"https:\/\/goo.gl\/maps\/CL2SNzQSXP96ZEXX9\" target=\"_blank\"><i class=\"fa fa-map-marker fa-lg\"><\/i><\/a>. <\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/iconicalps.com\/wp-content\/uploads\/2022\/03\/russian-seizures-french-riviera-villas-real-estate-1-800x535.jpg\" alt=\"\" class=\"wp-image-23050\"\/><figcaption class=\"wp-element-caption\">the Russian Orthodox Church in Nice<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The Russians who came here before the Bolshevik Revolution, whether to settle or just enjoy the fabled winter season, were cultivated aristocrats or royalty. After the abolition of the monarchy and the establishment of the Soviet Union in 1923, many of them returned penniless, forced to forgo their luxurious villas for boarding houses and drive taxis for a living.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor a long time after that, the serious money down here was all English and American,\u201d the late historian Francis O\u2019Hara <a href=\"https:\/\/www.thedailybeast.com\/russians-on-the-riviera-say-were-not-all-thugs-and-gangsters\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">said<\/a>, \u201cBut now the Russians have all the money again, along with the Arabs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But only since the fall of communism have extremely wealthy Russians descended on the French Riviera in large numbers and <a href=\"https:\/\/www.nytimes.com\/1999\/07\/24\/world\/new-russians-spread-money-on-riviera-but-lack-the-panache-of-the-czars.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">with plenty of money<\/a> to enjoy <a href=\"https:\/\/iconicalps.com\/best-places-to-shop\/\" data-type=\"post\" data-id=\"21407\" target=\"_blank\" rel=\"noreferrer noopener\">the best the region has to offer<\/a>. When the Soviet Union crumbled in 1991, and Putin helped Russian oligarchs drain money from the country&#8217;s public assets, it didn&#8217;t take long for <a href=\"https:\/\/www.latimes.com\/archives\/la-xpm-1995-12-10-mn-12374-story.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">big-spending Russians to show up on the French Riviera<\/a> and start buying up luxury properties. In 1994 alone, capital flight from Russia was estimated at $43 billion, with $24 billion of it legal, the rest from illegal sources, <a href=\"https:\/\/www.latimes.com\/archives\/la-xpm-1995-12-10-mn-12374-story.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">according to<\/a> the Economic Survey of Europe. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A wealthy set of Russian oligarchs, expats, and tourists continued to visit every summer to enjoy the area&#8217;s Michelin-star restaurants, expensive nightclubs, luxury concierges, yacht dealers, designer boutiques, and private art galleries, while maintaining their Moscow connections despite the distance.&nbsp;While it had become risky to buy ostentatiously overpriced villas, extravagant spending continued via vacation rentals and 5-star hotels, until the invasion of the Ukraine in early 2022.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"russians-no-longer-buying\">How the Russian Oligarchs Changed Real Estate Prices<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">From the mid-90&#8217;s until sanctions started (more on that below), the French Riviera real estate market was used as a way for Russian oligarchs to move their ill-gotten gains out of Russia and launder their money. This was so prevalent that the prices of luxury villas was all-but dictated by Russian buyers, pushing the prices up so much that locals were soon priced-out of the market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rich Russians gravitated here, where they can look out on what is called &#8220;Billionaire\u2019s Bay&#8221; or the &#8220;The Cove of False Money&#8221;, buying up the finest villas through an opaque system of shell companies and lawyers that inevitably attract the French tax authorities. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One local real estate agent told us that she estimates that Russians own about 70% of the mansions on <a href=\"https:\/\/iconicalps.com\/saint-jean-cap-ferrat-france-travel-guide\/\" data-type=\"post\" data-id=\"14225\" target=\"_blank\" rel=\"noreferrer noopener\">Cap Ferrat<\/a> alone. Because of Russians, Cap Ferrat has become a seasonal area, as <a href=\"https:\/\/www.france24.com\/en\/live-news\/20220408-frostier-welcome-for-russians-in-french-billionaires-playground\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">60%<\/a> of villas are now vacation homes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Russian takeover of the French Riviera has been &#8220;dramatic for everyone&#8221; <a href=\"https:\/\/www.france24.com\/en\/live-news\/20220408-frostier-welcome-for-russians-in-french-billionaires-playground\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">said<\/a> one construction specialist on condition of anonymity. &#8220;My village has lost its soul, there used to be a butcher and a hairdresser around here and now there&#8217;s only estate agents.&#8221; Nevertheless, &#8220;we shouldn&#8217;t criticize, it&#8217;s thanks to them that we can eat&#8221;, he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because of newly-wealthy Russian buyers, the prices of luxury coastal real estate on the French Riviera shot straight upwards from the mid-90s until 2008. Oligarchs and their buddies came with suitcases of cash and bought properties at crazy prices. This happened in many desirable areas around the world. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Paying up to \u20ac50 million for a home, &#8220;they artificially inflated the market, they were prepared to over-pay for properties,&#8221; <a href=\"https:\/\/www.france24.com\/en\/live-news\/20220408-frostier-welcome-for-russians-in-french-billionaires-playground\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">said<\/a> Benjamin Mondou of Century 21 Lafage Transactions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They used real estate as a way of laundering money and transferring wealth to other corrupt people. For example, in Florida, oligarch <a href=\"https:\/\/www.france24.com\/en\/live-news\/20220302-spotlight-shines-on-monaco-s-russian-owner-rybolovlev\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Dmitry Rybolovlev<\/a> (who is a resident of <a href=\"https:\/\/iconicalps.com\/monaco-monte-carlo-travel-guide\/\" data-type=\"post\" data-id=\"9522\" target=\"_blank\" rel=\"noreferrer noopener\">Monaco<\/a>) paid $95 million in 2008 for an 81,000 square foot Palm Beach mansion owned by Donald Trump \u2014 considered at the time the most expensive single-family residential sale in the country, and upwards of $50 million more than the sum Trump paid when he purchased the property in 2004.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Cap d&#8217;Antibes (like everywhere else where they bought real estate) Russian buyers caused property prices to skyrocket. A square meter of luxury property in that exclusive Riviera area went up from a maximum of about \u20ac20,000 in 2000-2001 to as much as \u20ac53,000 in 2005-2006, according to an <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-10-09\/in-abramovich-s-world-47-000-only-buys-a-square-meter-of-land\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">estimation<\/a> from the French tax administration.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Worldwide, people heard the stories of Russian oligarchs buying up French Riviera villas, at <em>any <\/em>asking price, as a way to get their dirty money out of Russia.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Then came the 2008 economic and housing market crash, followed by the subsequent sanctions on Russians, which caused the number of Russian buyers to drop and French Riviera villa prices to flat-line. If you were lucky enough to sell property during that sliver of upwards pricing between the mid-90s and 2008, you might have made profit, but if you bought post-2008, you will likely have lost money, as real estate prices haven&#8217;t kept up with inflation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to Moscow\u2019s 2014 annexation of Crimea, the European Union banned more than 100 Russian officials and businessmen from entering its territory and froze their European assets. Alexander Kraft, chairman and CEO of Sotheby&#8217;s International Realty France, said that since then, the number of Russian clients has halved.&nbsp;&#8220;Since <a href=\"https:\/\/palace.navalny.com\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Vladimir Putin<\/a> introduced an obligation to declare money transfers to buy a property to the tax authorities, Russian customers are much rarer.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And yet, in 2017, <a href=\"https:\/\/www.themoscowtimes.com\/2017\/12\/27\/putin-tries-to-lure-1-trillion-home-as-sanctions-fear-grows-a60061\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">there was<\/a> as much financial wealth held by rich Russians abroad than&nbsp;held by the entire Russian population in Russia itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Putin used the threat of additional sanctions to encourage wealthy Russians to repatriate overseas assets, which <a href=\"https:\/\/www.themoscowtimes.com\/2017\/12\/27\/putin-tries-to-lure-1-trillion-home-as-sanctions-fear-grows-a60061\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">exceed $1 trillion<\/a> by one estimate. Putin has made repeated calls to oligarchs, demanding that they bring their [read: Putin&#8217;s] money back to Russia &#8220;where it&#8217;s earned&#8221; to the benefit of the motherland [read: so Putin can more easily control it].&nbsp;&#8220;It\u2019s toxic to be Russian,&#8221; <a href=\"https:\/\/www.themoscowtimes.com\/2018\/09\/21\/us-sanctions-driving-russian-billionaires-into-putins-arms-a62956\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">said<\/a> Oleg Vyugin, a former senior central&nbsp;bank official who is now chairman of the Moscow Exchange, in 2018. &#8220;And the richer you are, the more toxic you are.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many would argue that since the Russians artificially inflated prices, now that they will be leaving (which started in early 2022 and will continue for the years to come), that prices should deflate.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>&#8220;One way in which illicit money allegedly moves out of Russia is via real estate. A rich person buys property in the West, without living in it&#8230; In Kerimov&#8217;s case, he was allegedly using this scheme in the south of France when he was arrested in Nice last year.&#8221; &#8211; <a href=\"https:\/\/www.reuters.com\/article\/us-russia-politics-navalny-sanctions-idUSKBN2AB1VA\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">NPR &#8216;Sanctions on Russia&#8217;<\/a> (2021) and more reading in <a href=\"http:\/\/thedailybeast.com\/an-arrest-in-france-freaks-out-the-kremlin-kleptocracy\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">The Daily Beast &#8216;An Arrest in France Freaks Out the Kremlin Kleptocracy&#8217;<\/a> (2019)<\/em><\/li>\n\n\n\n<li><em>\u201cLuxury property is a preferred means of laundering money stemming from corruption or embezzlement of public funds.\u201d &#8211; <a href=\"https:\/\/unherd.com\/2022\/03\/how-russias-elite-bought-biarritz\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">UnHerd &#8216;How Russia&#8217;s Elite Bought Biarritz&#8217;<\/a> (2022)<\/em><\/li>\n\n\n\n<li><em>&#8220;The sale price of the Villa Leopolda, a Belle \u00c9poque mansion on the heights of Villefrance, has amazed estate agents but fueled local worries that the invasion of Russian money on the C\u00f4te d&#8217;Azur is getting out of hand. Since the early 1990s, Russian oligarchs, drawn by memories of the Riviera-mad old Russian aristocracy, have been piling into seaside properties at Cap Ferrat, Cap d&#8217;Antibes, Saint-Tropez and the other great playgrounds.&#8221; &#8211; <a href=\"https:\/\/www.businessinsider.com\/2008\/8\/russian-billionaire-buys-french-villa-for-750-million-smashes-global-real-estate-record\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">article from 2008 in The Times<\/a><\/em>. Read <a href=\"https:\/\/iconicalps.com\/a-king-a-teenage-prostitute-and-the-most-expensive-villa-in-the-world\/\" data-type=\"post\" data-id=\"16207\" target=\"_blank\" rel=\"noreferrer noopener\">the incredible stories behind Villa Leopolda<\/a>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">A frustrating phenomenon affecting the French Riviera real estate market&#8217;s pricing, is the hope that silly-spending Russian buyers will eventually come back. It&#8217;s true that in the past, you did see overpriced villas selling for ridiculous prices. The plan was to buy, hold, and then resell to another Russian when they needed clean cash. But that hasn&#8217;t been happening for 15 years now. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Until the Ukraine war started, many French Riviera sellers were defiantly holding out hope, waiting for the Russians to come back &#8212; someday. Once these sellers wrap their head around the fact that the Russian money-tree has died, and nobody else is willing to overpay &#8211;and adjust their expectations accordingly&#8211; <a href=\"https:\/\/iconicalps.com\/france-real-estate-market-predictions-trends\/\" target=\"_blank\" rel=\"noreferrer noopener\">prices could fall dramatically<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The War and Russian Villa Seizures<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Due to Russia initiating war with the Ukraine, France and Monaco have been <a href=\"https:\/\/www.thelocal.fr\/20220228\/yachts-houses-and-bank-accounts-france-draws-up-list-of-russian-oligarchs-property-for-siezure\/\">seizing the assets and villas of Russians<\/a> connected to Putin, plus their families, close friends, and anyone who may have benefitted from a friend&#8217;s connection to Putin. They cast a wide net.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dominique Naud\u00e8s, director of the Vaneau Croisette agency, <a href=\"https:\/\/www.varmatin.com\/immobilier\/mais-pourquoi-autant-de-villas-dexception-sont-elles-a-vendre-en-ce-moment-sur-la-cote-dazur-836284\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">confirms<\/a> this status quo: &#8220;We haven&#8217;t had any Russian buyers since the start of the conflict.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">French finance minister Bruno Le Maire has created a &#8216;task force&#8217; of customs officers, tax officers, and ministry officials to draw up a list of oligarch-controlled assets in France and begin seizing them. He <a href=\"https:\/\/www.rfi.fr\/en\/france\/20220301-france-to-target-russian-oligarchs-luxury-items-over-ukraine-invasion\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">said<\/a>: &#8220;At the request of the president, we are continuing a full survey of the financial assets, real estate, yachts and luxury vehicles (in France) which belong to Russian personalities targeted by European sanctions.&#8221; He added that France was also working on identifying the property of other Russians who might be hit by further rounds of sanctions &#8220;because of their proximity with the Russian government.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Tonight I say to the Russian oligarchs and corrupt leaders who have bilked billions of dollars off this violent regime: no more,&#8221; President Joe Biden said in his <a href=\"https:\/\/www.whitehouse.gov\/state-of-the-union-2022\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">March 2022 State of the Union Speech<\/a>. &#8220;We are joining with our European allies to find and seize your yachts, your luxury apartments, your private jets. We are coming for your ill-begotten gains.&#8221; Germany, the U.K., France, Italy and other counties are involved in trying to collect and share information against Russians targeted for sanctions, the White House said when it announced the formation of the task force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The French government <a href=\"https:\/\/www.tresor.economie.gouv.fr\/services-aux-entreprises\/sanctions-economiques\/liste-des-biens-immobiliers-faisant-l-objet-d-un-gel-en-application-du-reglement-ue-269-2014-modifie\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">published a list<\/a> of French real estate that are approved to be seized, along with their addresses.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">This could have a profound effect on the real estate market, as potentially hundreds of luxury villas, owned by Russians connected to Putin, are being seized and, eventually, will be put on the market, for sale by the government.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Governments first started seizing yachts (before they all end up being moved to somewhere out of reach) and have now begun to seize villas. The net of sanctioned Russians is ever-increasing, making most wealthy Russians very nervous.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Apparently, Russian oligarchs and their associates <a href=\"https:\/\/www.insidehousing.co.uk\/news\/news\/government-accused-of-allowing-russian-oligarchs-to-offload-uk-properties-in-fire-sale-74608\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">have already started approaching real estate agents to try to quickly sell their properties<\/a> before the government can seize and sell them. <span class=\"blue_txt\">Much like how Russians drove the luxury villa market up pre-2008, this time the price changes could be equally as dramatic, in the other direction.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even non-oligarch Russians will have liquidity problems and need to sell because the money they had in Russia is now not only dramatically devalued, but <a href=\"https:\/\/www.reuters.com\/world\/europe\/putin-bans-cash-exports-russia-exceeding-10000-value-kremlin-2022-03-01\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">near-impossible to export<\/a>. Nearly all banks and wealth managers are refusing to work with Russians, even in places like Switzerland and Monaco.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;If I had $20 billion and a Russian passport, I would be getting all of my assets out of every one of these jurisdictions as fast as I can,&#8221; <a href=\"https:\/\/www.politico.com\/news\/2022\/03\/15\/seizing-russian-oligarchs-real-estate-00017158\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">said<\/a> Dj Wolff, a partner at the firm Crowell &amp; Moring specializing in economic sanctions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We are watching this unfold and it&#8217;s unclear when these villas will start flooding the market, but this could further drive prices down and inventory up. It&#8217;s also most likely that the government will tell notaires \/ agents to sell the seized villas at below market value, so they can quickly liquidate rather than wait many years with these villas sitting empty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;No oligarch will slip through our net&#8221;, <a href=\"https:\/\/unherd.com\/2022\/03\/how-russias-elite-bought-biarritz\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">promises Le Maire<\/a>, adding that oligarchs&#8217; &#8220;partners, their children, their property holding companies&#8221; would be affected, &#8220;such that they won\u2019t be able to hide behind financial constructs&#8221;. Like owning villas. &#8220;If I were an oligarch, in Russia or France, I&#8217;d be worried,&#8221; French Foreign Minister Minister Jean-Yves Le Drian said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the walls close in around those with ties to Putin, these villas and yachts risk becoming relics of a luxurious life lived by wealthy Russians in the South of France.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><em>March 2, 2023 Update<\/em><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">After many sanctions froze Russian assets on the French Riviera, the French government has <a href=\"https:\/\/www.lemonde.fr\/en\/les-decodeurs\/article\/2023\/03\/01\/one-villa-seized-and-17-investigations-opened-french-sanctions-against-russian-oligarchs-begin-to-bear-fruit_6017803_8.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">finally started to take ownership of the villas<\/a>, with the purpose of selling them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A luxurious villa on Cap Ferrat, estimated at \u20ac23 million, was frozen in October and has now been permanently confiscated. The villa is now in the hands of the Ministry of Justice&#8217;s Agency for the Management and Recovery of Seized and Confiscated Assets (AGRASC). The oligarch it was taken from, Viktor Rachnikov, is a close friend of Vladimir Putin and a majority shareholder of one of the biggest steel producers in Russia. Three other residences belonging to him, including <a href=\"https:\/\/iconicalps.com\/rolling-stones-keith-richards-house-france\/\" data-type=\"post\" data-id=\"14524\" target=\"_blank\" rel=\"noreferrer noopener\">the famous Villa Nellcote<\/a> in Villefranche-sur-mer, had already been frozen by the French State and are expected to be confiscated shortly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The&nbsp;Rotenberg family likely owns three properties on the French coast, including Villa Shoshana in Saint-Jean-Cap-Ferrat, which is owned by one of Putin\u2019s closest friends and allegedly his financier, Arkady Rotenberg. The third property of the Rotenberg family is located between Monaco and Nice in the town of Eze. Boris Rotenberg owns this villa, and it has been frozen by the French authorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aleksandr Ponomarenko&#8217;s entourage also owns a plot in Saint-Jean-Cap-Ferrat. Construction has been suspended at the site, presumably because of the sanctions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.pravda.com.ua\/eng\/news\/2023\/04\/28\/7399874\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Ukrainska Pravda found<\/a> that Russian millionaire&nbsp;Musa Bazhaev, who has made his fortune working in oil, platinum and construction businesses, owns a property nearby. The property has been seized by French authorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Andrei Kozitsyn managed to acquire an estate and premises in the house in Cannes. Since Kozitsyn fell under sanctions, all this property is now under arrest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More than half of the frozen properties in France are on the C\u00f4te d&#8217;Azur and, according to the Ministry of the Economy, 62 luxury properties have (so far) been placed under receivers by the French State. In addition, more than half of the real estate of the relatives of Vladimir Putin were frozen between the Alpes-Maritimes and the Var representing a total of 33 luxury properties. Their sale could potentially bring more than a billion euros to Ukraine.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><em>December 14, 2022 Update<\/em><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Russian billionaire Alexander Ponomarenko has <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-12-14\/russian-billionaire-s-luxury-french-villa-in-saint-jean-cap-ferrat-stays-frozen\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">lost his court battle<\/a> to lift the asset freeze from his $89 million Saint-Jean-Cap-Ferrat villa. The holding company which owns it has its assets was frozen. The Paris administrative court ruled against the billionaire. Andrey Melnichenko and Mikhail Fridman also had properties seized. Since the start of Russia\u2019s invasion of Ukraine, the French government has tracked down over 20&nbsp;villas&nbsp;on the C\u00f4te d\u2019Azur that belong to oligarchs facing sanctions. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><em>September 15, 2022<\/em> <em>Update<\/em><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">France <a href=\"https:\/\/www.macaubusiness.com\/france-rejects-appeal-against-seizure-of-yacht-linked-to-putin-ally\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">rejected the appeal<\/a> against the seizure of an 86-meter superyacht (which includes a swimming pool that turns into a helipad) linked to Igor Sechin. French authorities said at the time they moved to seize the yacht it was preparing to cast off from the southern French port in a hurry, without the work on it having been finished. \u201cAt the moment the officers arrived, the vessel was scrambling to cast off without having carried out the planned repairs,\u201d the customs said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><em>July 26, 2022 Update<\/em><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">33 luxury villas between Saint Tropez and Saint-Jean-Cap-Ferrat have been identified and seized thus far. The value of assets already frozen along the Riviera is about one billion euros, <a href=\"https:\/\/www.leparisien.fr\/faits-divers\/avoirs-russes-en-france-le-parquet-national-financier-a-ouvert-une-enquete-25-07-2022-W5P4SLUVU5BYPHS3ZLJADDZDOM.php\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"><em>le Parisian<\/em>&nbsp;reports<\/a>. The PNF is investigating which additional properties to seize. The scope of the official enquiry goes beyond close ties between certain oligarchs and Putin, and centers on money-laundering, corruption, and embezzlement. The most likely outcome of the enquiry could be the confiscation of assets, their sale, and the transfer of proceeds towards the rebuilding of Ukraine.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><em>May 4, 2022 update<\/em><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.politico.eu\/article\/eu-moves-to-confiscate-russian-oligarchs-assets\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">The European Union has proposed a new EU-wide law<\/a> that would allow countries to sell frozen assets before a confiscation order is issued and charge the costs for the management of frozen assets to the beneficial owner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many more villas have been seized in France, including two more villas on the C\u00f4te d&#8217;Azur, including a villa in Saint-Tropez belonging to businessman Mikhail Fridman, whose fortune was estimated in 2019 at more than \u20ac14 billion. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><em>April 27, 2022 update<\/em><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">French authorities impounded two other French Riviera villas belonging to Russian billionaires &#8212; one near the city of Saint-Tropez belonging to Oleg Deripaska since 2005, and another close to Saint-Jean-Cap-Ferrat and owned by Musa Bazhayev, chairman of the board of directors of the Russian Platinum company.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><em>April 14, 2022 update<\/em><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">France has seized more than \u20ac23 billion worth of Russian assets since the invasion of Ukraine began &#8211; including luxury villas on the Riviera belonging to Russian oligarchs. 41 properties have been seized around France so far. More than half of them are here on the C\u00f4te d&#8217;Azur &#8211; in Saint-Tropez and Le Lavandou in the Var, and in Villefranche-sur-Mer, Saint-Jean-Cap-Ferrat, Nice and the Cap d&#8217;Antibes in the Alpes-Maritimes.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><em>March 21, 2022 update<\/em><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Le Maire has <a href=\"https:\/\/www.connexionfrance.com\/article\/French-news\/Yachts-ski-chalets-villas-France-freezes-850m-in-Russian-assets\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">announced<\/a> that France has already seized around \u20ac850 million of Russian oligarchs\u2019 assets. Le Maire added that authorities have taken \u20ac539 million in real estate on French territory, corresponding to some 390 properties and sequestered two yachts with a value of \u20ac150 million. The finance minister confirmed that the state is now \u2018working to ensure that it will not just be a matter of freezing assets, but also of seizing them\u2019. French Riviera-area yacht seizures:&nbsp;Alexei Mordashov&#8217;s superyacht <em>Lady M II<\/em> was seized while it was&nbsp;<a href=\"https:\/\/www.autoevolution.com\/news\/lena-lady-m-superyachts-seized-in-italy-as-part-of-153-million-haul-183249.html\" target=\"_blank\" rel=\"noreferrer noopener\">docked<\/a>&nbsp;in Imperia, Italy, close to Monaco. Gennady Timchenko\u2019s superyacht&nbsp;<em>Lena<\/em> was seized while it was docked in Sanremo, Italy (close to the French Riviera). Igor Sechin\u2019s superyacht,&nbsp;<em>Amore Vero<\/em>, was seized on the French Riviera.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The Effect of Previous Sanctions on Dirty Russian Money<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">From 2014 to 2021, those previously high-spending Russian buyers almost completely stopped buying, and this area has felt the fallout. Instead of buying, Russians are now trying to sell. But, nowadays, Monaco residents are savvy and price-conscious, so their &#8216;funny-money&#8217; villas are just sitting on the market. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2018, Peter Illovsky, president of C\u00f4te d\u2019Azur Sotheby\u2019s International Realty, <a href=\"https:\/\/www.ft.com\/content\/f96cbffc-3d79-11e8-bcc8-cebcb81f1f90\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">said<\/a>: &#8220;the biggest impact on prices has been the absence of the Russians&#8221;. Until 2014, buyers from ex-Soviet states were &#8220;driving the real estate market on all levels&#8221;, says Illovsky. &#8220;People would buy an apartment and renovate it in the hope they could sell it to a Russian for a high price.&#8221; But the number of Russian buyers, he says, has &#8220;fallen by 90%&#8221;.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2014 after Russia&#8217;s first invasion of the Ukraine, France created a detective tax task-force whose goal is to figure out which Russians own which villas, and not only tax them, but <a href=\"https:\/\/www.hollywoodreporter.com\/lifestyle\/lifestyle-news\/cannes-inside-russian-oligarchs-powerful-presence-south-france-1001659\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">seize the properties<\/a>, and press <a href=\"https:\/\/www.thedailybeast.com\/russians-on-the-riviera-say-were-not-all-thugs-and-gangsters\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">criminal tax-avoidance charges<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Massive leaks like the Offshore Secrets (2013), Panama Papers (2016), Paradise Papers (2017), FinCEN Files (2020), and the Pandora Papers (2021) leaks helped the French government find and seize Russian oligarch&#8217;s luxury villas. On top of that, more and <a href=\"https:\/\/www.reuters.com\/article\/us-russia-politics-navalny-sanctions-idUSKBN2AB1VA\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">more<\/a> U.S. and European sanctions are being imposed against Russia, making it difficult for Russians to move money, and <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/04\/15\/executive-order-on-blocking-property-with-respect-to-specified-harmful-foreign-activities-of-the-government-of-the-russian-federation\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">giving the U.S.<\/a> and French government <a href=\"https:\/\/www.npr.org\/2018\/04\/06\/600111532\/the-russia-sanctions-saga-weapons-dealers-mobsters-and-suitcases-full-of-cash\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">the right to seize property<\/a>. <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>&#8220;The year 2014 is a watershed&nbsp;because sanctions have since made it harder for politically-connected Russians to acquire overseas assets&#8230; Putin has been calling on Russian business to &#8216;deoffshorize&#8217; for a decade&#8230; Post-Crimea, Russia embarked on the path of&nbsp;self-isolation, at first somewhat reluctantly because wealthy Russians, including Putin\u2019s friends, had indeed developed something of a lifestyle dependence on their French villas&#8230; But then Putin and his entourage seem to have discovered that&#8230; Russia is big and diverse enough to satisfy anyone\u2019s taste for luxury. The post-2014&nbsp;chic includes majestic palaces on the Black Sea, the likes of which could never be built or bought on the Cote d\u2019Azur.&#8221; &#8211; <a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2021-10-05\/pandora-papers-revelations-on-russia-and-putin-come-up-short\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Bloomberg &#8216;Pandora Papers&#8217;<\/a> (2021)<\/em><\/li>\n\n\n\n<li><em>&#8220;According to Knight Frank research, transactions of apartments across the Provence-Alpes-C\u00f4te d\u2019Azur region fell by 36 per cent in 2008 after the financial crash. But sales volumes started to recover quickly. Until 2014, buyers from ex-Soviet states were \u201cdriving the real estate market on all levels\u201d, says Illovsky. \u201cPeople would buy an apartment and renovate it in the hope they could sell it to a Russian for a high price.\u201d Since the annexation of Crimea, the drop in oil prices and Russian fiscal reform, the number of Russian buyers, he says, has fallen by 90 per cent.&#8221; &#8211; <a href=\"https:\/\/www.ft.com\/content\/f96cbffc-3d79-11e8-bcc8-cebcb81f1f90\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Financial Times &#8216;Nice adapts to fall-off of Russian buyers&#8217;<\/a> (2018)<\/em><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Russian buyers have dried up all along the Cote&nbsp;d\u2019Azur,&#8221; <a href=\"https:\/\/www.hollywoodreporter.com\/lifestyle\/lifestyle-news\/cannes-inside-russian-oligarchs-powerful-presence-south-france-1001659\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">says<\/a> a local real estate agent. It may take time, but once these sellers realize that the Russian money-tree has died, and that nobody else wants to pay 5x the actual value for their villa, prices could fall dramatically. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Extravagant Russian-Owned Villas that Top the List for Seizures<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">These are just a few of the French Riviera villas that are likely to be seized in coming months:<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/iconicalps.com\/wp-content\/uploads\/2022\/03\/russian-seizures-french-riviera-villas-real-estate-800x349.jpg\" alt=\"\" class=\"wp-image-23032\"\/><figcaption class=\"wp-element-caption\">Chateau de la Cro\u00eb in Cap d\u2019Antibes WAS SEIZED<\/figcaption><\/figure>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.forbes.com\/profile\/roman-abramovich\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Roman Abramovich<\/a> owns the 32,000-square-foot Chateau de la Cro\u00eb in Cap d\u2019Antibes on the French Riviera, an estate built on more than 17 acres of land with\u00a0<a href=\"https:\/\/www.alexandra-lloyd.com\/antibes\/chateau-croe.htm\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">12 bedrooms and a swan-shaped bathtub<\/a>, formerly owned by King Edward VIII of Great Britain.\u00a0UPDATE: This was <a href=\"https:\/\/www.townandcountrymag.com\/society\/politics\/a39735223\/roman-abramovich-property-seized-france\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">seized in April<\/a>, along with villas in Nice. <em><a href=\"https:\/\/www.forbes.com\/sites\/giacomotognini\/2022\/04\/14\/france-freezes-31-luxury-properties-owned-by-eight-sanctioned-russian-billionaires-roman-abramovich\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Forbes<\/a>\u00a0<\/em>estimates the value of his seized properties in France to be around $340 million.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.forbes.com\/profile\/oleg-deripaska\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Oleg Deripaska<\/a> owns the 15,000-square-foot Villa Herakles in Saint-Tropez, which features a&nbsp;<a href=\"https:\/\/twitter.com\/dkaleniuk\/status\/1491044805987627009\/photo\/1\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">helicopter pad, two swimming pools and a tennis court<\/a>.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.forbes.com\/profile\/suleiman-kerimov-family\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Suleiman Kerimov<\/a> owns four villas in Cap d\u2019Antibes on the French Riviera. A fifth, which was seized in 2017 &#8212; Villa Hier &#8212; was fittingly used in the Michael Caine movie&nbsp;<em>Dirty Rotten Scoundrels<\/em>. <\/li>\n\n\n\n<li><a href=\"https:\/\/www.forbes.com\/profile\/andrey-melnichenko\/?sh=369256c73086\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Andrey Melnichenko<\/a> owns several properties across the West, including&nbsp;<a href=\"https:\/\/www.groupemarzocco.mc\/en\/promo-immo\/bromar-5.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">the four-story Bromar mansion in Monaco<\/a>, a villa built in a former bank (with its own vault) that now boasts a swimming pool, steam bath, fitness center and a home cinema. He also owns Villa Altair in Cap d\u2019Antibes, France, replete with a&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=23BFVDEdi-0\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">home theater, wine cellar, sauna, and a swimming pool<\/a>. UPDATE: This was seized.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.forbes.com\/profile\/alexander-ponomarenko\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Alexander Ponomarenko<\/a> owns a&nbsp;<a href=\"https:\/\/istories.media\/investigations\/2021\/10\/14\/sen-zhan-kap-ferra-nash\/?fbclid=IwAR3e1F2aWAUYuDKck56VXVJ3mCfTGdsinNSxweEJGK3FAi8yVeskc_NQJuA\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">large villa on 170,000 square feet<\/a>&nbsp;of land in Saint-Jean-Cap-Ferrat on the French Riviera. The villas in \u00c8ze, totaling 14,000 square feet including a swimming pool, were valued at $37 million in 2008. In 2009, Rotenberg obtained initial authorization for a third villa with a pool, tennis court and a private funicular.
